中国海軍艦艇が、海上自衛隊の護衛艦に射撃管制用レーダーを照射したことを受け、日本は
米国と連携して「武力による威嚇」を牽制している。こうしたなか、中国が石油や米の輸入・備蓄
を拡大していることを「有事に備えた戦時備蓄ではないか」と見る向きがある。中国では、貧富の
差や、党や軍幹部の腐敗、環境汚染などをめぐり、庶民の不満は爆発寸前という。共産党政府
は批判をそらすために、日本を“敵”に仕立てて、沖縄県・尖閣諸島の強奪に踏み切るつもりなのか。

確かに、７日付の軍機関紙、解放軍報によると、中国共産党の習近平・中央軍事委員会主席（党総書記）は今月４日、
甘粛省の蘭州軍区で重要講話を行い、「軍事闘争への備えの拡充と深化に力を入れ、部隊の即応、即戦、必勝の
態勢を確保しなければならない」と強調した。
