今まで使われた言葉の定義では、この言葉の意味は表現できません。
鳩山の「foolish(愚か)」("confused"混乱と誰かは訳していました)から
in fuzzy-headed（風邪薬や覚醒剤や酒を飲んだときのような状態）、
"crazy"まで全てぴったりときません。
That said, it seems all of these definitions being used -- from Hatoyama's
somewhat charitable "foolish" (translated by some as "confused,"
as in fuzzy-headed, the way you might be from cold medicine or drugs or alcohol)
to the very harsh "crazy" -- do not quite capture the meaning.
実際私の周囲１０ｍ以内に座っている何人かの専門家と話し合いました。
それで出た結論は、現実から妙に浮いた人間、というのが本質的な意味である
ということです。例えば元上院議員のジョン・エドワードは
「キャンペーン要員」との隠し子を認めて以降彼がいうことは
多分loopyと言ってよいでしょう。

would probably qualify as loopy.
