Yes, there is a way to vote outside the U.S. apparently.
Perhaps our readers can clarify since I’m going based on my own research, but this is what I have found:
How to:
1. Download and install Globe7 software or the Magic Jack app or skype or get Magic Jack.
2. Dial +1 followed by the 866 number.
For Skype ? vote during the WESTERN voting block (10pm-12am PST).
For all others ? vote during the EASTER voting block (10pm-12am EST).
For all of these services, the numbers you are calling are toll-free,
so even if the program says you will be charged for calls or need credit, you won’t ? they are free.
