日本国憲法は日本の法典にもかかわらず、公式な英文バージョンがある。

Article 9.
Aspiring sincerely to an international peace based on justice and order,
the Japanese people forever renounce war as a sovereign right of the nation
and the threat or use of force as means of settling international disputes.
In order to accomplish the aim of the preceding paragraph, land, sea, and air forces,
as well as other war potential, will never be maintained. The right of belligerency
of the state will not be recognized.
これで考えた方がわかりやすい。んで、「これを保持しない」の「これ」は陸海空軍その他の戦力をさすことは
英文なら自明。
もう一つ、第2項の最後、「交戦権」だが、これは英語ではThe right of belligerency となっている。
この言葉は、国が戦争をする権利ではなく、戦争に際して認められる種々の権利、例えば敵軍を攻撃する権利や
船舶の臨検をする権利、占領地行政権などを指すものだ。したがって、自衛戦争ならば宣戦布告も可能というのが
正しい9条の解釈である。
