The Assembly wants the city to pass a more restrictive law on the manga and animated images
that contain images of "children who do not exist" sexual provocative - an ambiguous concept that refers to characters can be treated as minors by their appearance.
This new law prohibits the sale and juvenile books containing sexual situations involving "minors who do not exist."
The publications that depict sexual violence such as rape, are also considered "harmful" and would also be banned from sale.
The measure still blurry to the contours is not an absolute prohibition of explicit drawings with minors but their sale to minors.
This project has nevertheless provoked anger among authors and publishers of manga.
Earlier this week, and several have demonstrated in the streets of the capital against
what they designate as an infringement on their freedom of expression through criminalization of their work.
Ironically, The Economist points out, this project comes from the conservative governor of Tokyo Shintaro Inshihara,
which was made famous in the 1950s with the salacious story writing, including scenes of a sexual nature with minors.
