それでようやく原因が判りました
Stack no longer supports Cabal versions below 1.19.2,
but version 1.18.1.5 was found.

7.8.4 のCabal は 1.18.1.5 であるんですが、最新版 stack は 1.19.2 以降のCabal しか対応しない
というわけで諦めました。いうほど 7.8.4 使いたいかって気分になってきて、エラー出たらその都度古いコードに書き直せばいいじゃんってなったんで
