（いまさらだが）OCamlのReadmeを見ると MinGWの場合は
Do *not* install the Mingw/MSYS development tools from www.mingw.org:
these are not compatible with this Caml port (@responsefile not
recognized on the command line).
って書いてあるからCygwinが必要なんだと思われる。
