Do not be fooled by the pomp and discipline on Monday at the Great Hall of the
People in Beijing, where Hu Jintao, the Chinese president, gave his state-of-
the-nation address at the opening of the Communist party’s 17th congress.
北京の人民大会堂で開かれた第17回共産党大会について、胡主席の行なう施政方針演説
に惑わされてはいけない。中国の一般国民は国政に関与することには程遠いのだが、だ
からといって胡主席の一派が、共産党や、中国を完全掌握していると言う事ではない。

It now seems unlikely that Mr Hu will be able to guarantee pole position in the
succession race for his ally Li Keqiang, party secretary of Liaoning province,
given the strength of other candidates such as Xi Jinping, the Shanghai party
boss.
胡主席は、彼のお気に入りのLi Keqiang（李克強）遼寧省党委員会書記を後継者に指名
することが保障出来ないようで、上海市党委書記のXi Jinping（習近平）などが強力で
あるようだ。後継者の指名以外にも胡主席の弱さは明確であって、彼と温首相は何度も
何度も国民の貧富の格差縮小とか、環境保護とかを口にしてきた。しかし現実には政策
目標は経済成長の最大加速であるようだ。
Their failure to do anything of the sort – growth has accelerated, the rich-poor
gap has widened and pollution has worsened – can be blamed partly on the refusal
of party leaders in China’s provinces and cities to abandon the high-growth
policies that have served them and their business cronies so well. Yet is also
because the central leadership lacks the political will to do what it knows to
be right.
首脳部の政策の失敗は経済成長を加速させることで、貧富の格差は増大し、環境汚染は
悪化している。その責任の一部は中央政府の指導に従わない地方政府にあるのだが、地
方政府の役人は彼らとその取り巻きのビジネスのために高い経済成長を求める。しかし
事態の悪化は中央政府の指導性の欠如、政治的意思の欠如のためでもある。
