We should remember that situations with mobile telecommunications is really mixed up in JP.
I'll post some additional details about it.
I've Ctrl+F'd Manual for N-06A, the Nation's biggest carrier's most stuffed up phone with
"PPTP","L2TP","IPsec" and got nothing. N-06A is known to be based on Linux, however
it's locked down and no JB thing is on it. I believe NONE of Japanese-made non-smart(
feature) phone support VPN of user-configurable state.

I know nothing about VPN services from Nokia.
I guess it will be treated like a PC.
"Cellphones"in >>754 meant posts identified as phones by bbs.cgi of 2ch's.
They're about Japanese cellphone carriers, mostly docomo, au(KDDI), SoftBank.
I guess WILLCOM's treated in same way.
These carriers promise to sent UID as USER_AGENT.
and bbs.cgi id doing special support for it.

WILLCOM doesn't support UID on UA. I'm using it and often banned with "prin.ne.jp".
that's not the case with UID ban. NTT docomo, au(KDDI), SBM, Emobile(w/EMnet) support it.
