少し分かった。
小さいサイズでpingするとすぐ返ってくるけど、
1439バイト以上だと返事がない(他のサーバーなら問題がない)。
スイッチかサーバーの設定がおかしいのでは？

ちなみに他のサーバーでも、パケット分割禁止にすると返事がない(正常)
