今改めてregist.cgiにアクセスしてメッセージを確認しましたが
エラーメッセージは>>401で全てですが判りづらかったでしょう
か。
以下は同じ物を適宜改行してみました。

FTPの転送モードは一括で
「テキストファイル（テキスト）、その他のデータ（生ファイル・Raw data）」
と指定しているので、regist.cgiもアスキーモードでアップロー
ドされているはずです。
