Any compliant decoder is good. But some have extras:
1) FB2K (64 bit decoding, high quality dithering & noise shaping)
2) MAD (32 bit decoding, low quality dithering)
3) compliant 16 bit decoders such as FhG, standard mpg123, Xaudio, ...
