Linuxはフォルダに移動してからscraper URIで起動できました。
>cd /usr/local/bin
>scraper URLﾘﾝｸ(www.google.co.jp)
Windowsは
C:\Perl\bin\scraper.bat
を実行すればscraperは起動します
>chcp 65001
とした時点で
>cd C:\Perl\bin\
>scraper.bat URI
結果（エラーメッセージなし）

となってスルーされてしまいます。
Linuxで実行できるので、Windows側はもういいかなという感じです。文字化けが厄介なので。
