エラーの意味は分かってる？ HashWithIndifferentAccess のオブジェクトに対して number_select メソッドを呼び出して、それで undefined method になっている。
呼び出すメソッド名を間違っていないなら、呼び出す対象となるオブジェクトを確認してみてはどうだろうか。
もしそれであっているなら、Railsのバグかもね。
