ごめん嘘。OpenSSLのtarボールに証明書入ってた。
Cygwinが入れてくれないだけだった。
本来どうするか知らないけど、とりあえずCygwinではこんな感じでエラーがでなくなった。
1. /usr/ssl/openssl.cnfを編集してcertsディレクトリ(仮に$CERTS)を適当に決定
2. $CERTSディレクトリを作成
3. cp openssl-x.x.x/certs/*.pam $CERTS
4. $ :>/usr/ssl/cert.pam
5. $ c_rehash
BSD/Linuxではrootじゃないと設定できないと思われ。
でも最初から設定されているかも。
