This is just a general talking and has nothing to do with Magi directly. 
 
In Japan, Japanese gangsters (Boryokudan) 
often play that mean tricks to deceive ordinary people. 
 
One of members must have tricked someone at first. 
And asks a victim if s/he could pay some money. 
In the meantime, another member offers the victim some money. 
At last, victims will have been deceived and lose the money offered. 
Boryokudan don't lose most of their money. 
Just deceiving legally makes them become a creditor.  
And soon they will start claiming just as the critial claimaers in this thread have done. 
Pretending that they themselves are victims... 
 
They are very good at talking about Japanese nationalism, 
plastic surgery, and any racial zainichi matters, on the net. 
Coz those are their family business. 
The right-wings, plastic surgeons, and zainichi people. 
They also know Pachinko in details. 
(I have another certain anxiety but dare not to mention.) 
 
Anyway, that's the way which makes their living in Japan.
