この場合の "had significant difficulties" というのは通常裁判所管轄権のテクニカルな
問題で、「勝算」とかそういう実質レベルの問題じゃない。

"My understanding … is that the New Zealand Government reserves the right to pursue legal options

New Zealand Conservation Minister Steve Chadwick was yesterday reported to have said that although
his Government still had an "open mind" about legal action, it had effectively given up on the idea
because it "had significant difficulties".
Mr Smith denied that Australia was also close to relinquishing its legal options, and added that
"in any event, Australia makes its own decision, New Zealand makes its decision.
"As I indicated when I was here in January, we are looking at the possibility of international legal
action. We're considering that as one of our options, but again I'll reaffirm an undertaking I gave
(Japanese Foreign Minister) Mr (Masahiko) Koumura which is we won't announce or initiate or
undertake legal action without letting the Japanese Government know that that's the conclusion
we've come to."
