みなさん様々なご意見ありがとうございました
ひとまず解決したので一応報告しときます
原因はセキュリティソフトのEsetSmartSecurityでした
試しに機能を一時停止してもカクカクは治らず
思い切ってアンインストールしてみたところ嘘のように滑らかに
ESSは軽くていいと思ったのに…

firewallはWin標準、OSはXPSP3、ブラウザはIEなのだがODNやIIJのサイトが見られない状態。
WEBアクセス保護のWEBブラウザのIEのチェックを外すと見られる。
もちろんNODをアンインストールすれば見られる。
ググってみたがIPV6を使わなくするとか他の対策ソフトにするとか根本的な解決策は見つからなかった。
あ、あと"ipconfig /flushdns"も試したがだめだった・・・。
何か解決方法知りませんか？。

キャノンにメールしたけど結局さじ投げられた。
この問題って根本的な解決は無理みたいだね。
同じ状況の人も乗り換えかあきらめて使ってるかだろうから問題にもならないんだろうね。
