patchが当たらなくて、すみません。
以下のやり方でリビルドしました。
$ mkdir anthybuild
$ cd anthybuild
$ wget URLﾘﾝｸ(www.fenix.ne.jp)
$ apt-get source anthy
$ tar xfzv anthy_9100e.orig.tar.gz ← ./anthy-9100e/debianフォルダを残して上書き。
$ bzcat anthy-9100.patch4.bz2 > ./anthy-9100e/anthy-9100.patch4
$ cd anthy-9100e/
$ vi anthy-9100.patch4 ← エディタでパッチに変更を加える。
ddで1行目からのMakefile.inに対する変更を
12行目のall: config.hまで削除してwq
$ patch -p1 < anthy-9100.patch4 ← 変更したパッチを当てる。
$ debchange -i ←versionにrevision.1を付け足す。例)3.2なら3.2.1にしてwq
$ debuild
$ cd ../
$ sudo dpkg -i *.deb
