Japan has officially requested assistance from the United States Nuclear Regulatory Commission,
as well as the International Atomic Energy Agency. But on Tuesday, the United States Forces
Japan said the Fukushima plant had turned away two fire trucks that had made their way to the plant to offer assistance.
