Tokyo has consistently argued North Korea should stay on the list as long as the issue of
Japanese civilians kidnapped by Pyong-yang in the 1970s and 1980s remains unresolved.
But Japan has been stealthily backing away from that position under Yasuo Fukuda, prime minister,
since last September. Tokyo's shift, say political analysts, is partly an adaptation to political reality,
as it has became clear Washington intends to offer the delisting to North Korea in return
for information about its nuclear plans.
