U.S. Backs Japan, One More Nation in Permanent UN Council Seats
Burns stressed that the U.S. wanted to see progress on UN budget and management changes,
the development of a more effective mechanism for peacekeeping and reconstruction in
post- conflict nations, and the abolition of the current Human Rights Commission in
Geneva, before moving to the debate on enlarging the Security Council.
``We'd like to see progress on all the other issues before we turn our full attention
to the UN Security Council debate itself,'' he said.
