皇帝ハ国家ノ象徴ニシテ又人民ノ統一ノ象徴タルヘシ彼ハ其ノ地位ヲ
人民ノ主権意思ヨリ承ケ之ヲ他ノ如何ナル源泉ヨリモ承ケス
