A student in our Art Course, for example,
who decides to major in oil painting, will

International Study System
The International Study System
aims to bring up talented persons
with a global view who are capable
to activate in an international
society. During the 4 years of
enrollment, the participating students
study abroad for one year, 6 months at
a university in a developed country and
for another 6 months at a university in
a developing country. Thus, by experimenting
two different realities, the students acquire
a new perspective on the world. Students can
transfer the result of their activities abroad
into credits, so the total enrollment period
remains unchanged.

to an embassy or consulate. The required documents

陶芸（とうげい）とは、
粘土に造形を凝らしてこれを高温の窯で焼成することにより陶磁器を
つくる技術のこと。焼きものとも呼ばれる。
造形方法には轆轤（ろくろ）の上に置き、手や足で回しながら、
両手で皿や壷などの形をつくっていく方法や手びねりという方法、
或いは型を用いて土の形を整える方法などがある。
九谷焼で使用された窯焼き方には、窯を用いない「野焼き」や、
七輪を用いる「七輪陶芸」などという手法もある。
土の種類やこね方、釉、そして焼く温度など、
様々な要素が作品に貢献する。
したがって、洋の東西を問わず世界中にいろいろな技法が存在する。

創造学園大 新入生大幅定員割れ
2009年3月16日
創造学園大（高崎市）に四月から入学する新入生が、今月上旬現在で定員の
二百八十人を大幅に割り込む百人前後にとどまっていることが十五日、明ら
かになった。同大を運営する学校法人・堀越学園（同）が教職員の給与遅延
を繰り返すなど経営悪化しているため、一月末以降に文部科学省が立ち入り
調査した事態が影響しているとみられる。
この問題をめぐっては、県教育委員会が各公立高に同大などへの進学を見直
すように指導する文書を発送したことも判明しており、新入生の減少に拍車
を掛けた可能性がある。
同大には、音楽学科（定員八十人）と芸術学科（同百人）を持つ創造芸術学
部と、社会福祉を学ぶソーシャルワーク学部（同百人）の二学部がある。
関係者によると、二学部の新入生は計百人前後で定員の三割台。既に定期の
入学試験や推薦入試はほぼ終わり、今月末までに新入生を大幅に増やすのは
難しい情勢という。
同大によると、昨年五月現在、学生数は七百九人おり、定員の六割以上を満
たしていた。
同大は「留学生を集めており、新入生がまとまって増える可能性もある。入
学の機会も四月以外に増やし、なんとか学生を確保したい」と懸命に努力し
ている。

県が助成金減額方針「決算書類の信頼性に疑問」
堀越学園
運営する創造学園大学の文部科学省への設置許可申請時などの財務書類に虚偽記載が見つかった学校法人「堀越学園」（高崎市、堀越哲二理事長）に対し、
県は３０日、専門学校と幼稚園を対象に交付する助成金を減額する方針を固めた。
減額理由について、県学事法制課は「決算書類の信頼性に疑問が生じたため」としている。
実際に交付するのは５月で、同法人から引き続き詳しい説明や、実効性のある経営改善計画立案を求めた上で、最終判断することにし、
それまでは事実上保留扱いとする。
同課によると、助成交付の申請でこれまで県に提出された財務書類を調べたところ、同法人が「原本」とする数字と一部食い違いが見つかった。
過去の補助金交付額に影響を与える水準ではないというが、県の助成では「管理運営が著しく適正を欠く」場合、減額できるとする規定があり、
教職員給与の遅配などの問題もあるため、満額を交付するのは難しいと判断した。
食い違いの理由について、法人側は「分からない」としているという。
今年度、専門学校２校には学生３８５人、幼稚園２園には園児３６０人が在籍しており、県の助成交付額は推定約８０００万円。
県は３月末の１週間前までをめどに経営改善計画を提出するよう指導していたが、３０日夕までに提出されていない。
創造学園大に子どもが在学しているという保護者の１人は、「子どもは将来卒業できるのかと不安を抱いている。
先生に説明を求めても『分からない』といい、心配だ。
学園幹部は、具体的に状況を説明し、見通しを明らかにしてほしい」と話している。

The interior of this concert hall
was designed by Fujii Kisaburo,
the same person who built the
Suikin-tei. His efforts have helped
us to achieve acoustical qualities

Sanpuku-an Forest and the
Museum Sanpuku-an
In accordance with our concept
of "Forest and School" we advocate
a positive action program we call
"Let's Make a Forest." One sample
of the efforts of this program would
be the Sanpukuan Forest. In this
forest, you can find fossils of a
silicified wood that are over 100
million years old. There is also a
grand crape myrtle tree that is over
500 years old. The Museum Sanpukuan,
a center for the dispatching of art,
is also located within this forest.

Our collection of ethnic instruments,
most of which come from the countries
of the Far East, is one of the finest

Kaya no Ie at Hotaka Springs
This is the largest building with a
thatched roof in Japan. It serves as
a seminar house and a hot springs
retreat for both students and the
general public. Kaya no ie is located
in the southern foothills of Mt. Hotaka
(2,150 m.) in Kawaba Village, Tone County,
only one hour by car from Takasaki. Water
from the school's Hotaka Hot Springs has
superb mineral qualities.

県が助成金減額方針「決算書類の信頼性に疑問」
堀越学園
運営する創造学園大学の文部科学省への設置許可申請時などの財務書類に虚偽記載が見つかった学校法人「堀越学園」（高崎市、堀越哲二理事長）に対し、
県は３０日、専門学校と幼稚園を対象に交付する助成金を減額する方針を固めた。
減額理由について、県学事法制課は「決算書類の信頼性に疑問が生じたため」としている。
実際に交付するのは５月で、同法人から引き続き詳しい説明や、実効性のある経営改善計画立案を求めた上で、最終判断することにし、
それまでは事実上保留扱いとする。
同課によると、助成交付の申請でこれまで県に提出された財務書類を調べたところ、同法人が「原本」とする数字と一部食い違いが見つかった。
過去の補助金交付額に影響を与える水準ではないというが、県の助成では「管理運営が著しく適正を欠く」場合、減額できるとする規定があり、
教職員給与の遅配などの問題もあるため、満額を交付するのは難しいと判断した。
食い違いの理由について、法人側は「分からない」としているという。
今年度、専門学校２校には学生３８５人、幼稚園２園には園児３６０人が在籍しており、県の助成交付額は推定約８０００万円。
県は３月末の１週間前までをめどに経営改善計画を提出するよう指導していたが、３０日夕までに提出されていない。
創造学園大に子どもが在学しているという保護者の１人は、「子どもは将来卒業できるのかと不安を抱いている。
先生に説明を求めても『分からない』といい、心配だ。
学園幹部は、具体的に状況を説明し、見通しを明らかにしてほしい」と話している。

大沢知事は１日の記者会見で、「学校がしっかり運営を継続できるよう、県としても取り組む」と述べるとともに、
昨年度半分に減額した県の助成について、「しっかり運営できる状態が鮮明になれば、０９年度も支援していきたい」と述べ、
経営の立て直しを前提に継続する考えを示した。
同法人が運営する専門学校２校と幼稚園２園を対象に、県は昨年度、年間約８０００万円を助成していた。

堀越学園に是正勧告 藤岡労基署 月給遅延で労基法違反

創造学園大（高崎市）などを運営する学校法人・堀越学園（同）の経営悪化問題で、同学園が月給の遅延を繰り返したとして、本部機能を持つ中山キャンパス（吉井町）を管轄する藤岡労働基準監督署から、労働基準法違反で是正勧告を受けていたことが二日、明らかになった。
複数の関係者によると、学園関係者が昨年、高崎労基署へ月給の遅延などを申告。これを受け、藤岡労基署が調査し、今年一月中旬に是正勧告を出し、二月下旬、学園が改善報告書を提出した。
内部資料によると、同学園は、教職員の月給を二〇〇七年十二月、〇八年一、五、六、十一、十二月、〇九年一月の各月分で遅延し支給。
賞与は〇七年十二月分を遅延し、〇八年六、十二月分は未払いとなっている。教職員側は〇八年十一、十二月と〇九年一月に文書で賞与の支払いなどを要請している。
労基法は「賃金は毎月一回以上、一定の期日に支払わねばならない」と規定し、一日、一回でも遅れれば違反。同学園は、数日間から最大二十日前後までの遅延を繰り返した。
同学園の篠原幸吾総務部長は「二度と遅延しないようにしたい。賞与は今月一日に対象者に一部を支給した」と話している。 （菅原洋）
◆理事長引責辞任意向 理事会で正式表明
堀越学園の堀越哲二理事長が、一連の不祥事を受けて引責辞任する意向を理事会で正式に表明したことが二日、分かった。ただ、理事から慰留され、辞任の時期は決まっていないという。
関係者によると、理事会は先月三十一日に開かれ、堀越理事長が文部科学省から同学園が立ち入り調査を受け、創造学園大の私学助成が不支給になるなどの事態を理由に引責辞任する意向を示した。
同大の教員有志は一月初め、堀越理事長に引責辞任の要請書を提出。堀越理事長は同月末、取材に「事態の収拾をしてから辞任したい」と説明していた。 （菅原洋）
