The Japanese people they meet treat them nice and give them a lot of leeway, and treat them differently from Japanese people.
This leads to foreigners feeling that they arent part of the culture, and therefore can do anything they want, as it has no impact.
日本人は外人に親切で特別扱いする。だから外人は日本社会と関係ないと思い何でもやっていいと思う。実際影響ないし。
Did JR know this event was going to happen? YES
Did JR take any steps to ensure that the train system was not delayed? NO
How can you place blame on a group of people that are not in control of the JR system? YOU CAN'T
ＪＲは予測してたんだろ？そんでＪＲは遅延しないようなんら対策を取らなかったんだろ？だったら俺らのせいじゃなくてＪＲのせいだろ？
Japan has to become a multi-cultural society to survive. Treat this as a learning experience.

They couldnt kick you off the train for drinking, because they dont have a rule/law against it.
車内での携帯利用は禁止されてるけど奴らが出来ることは注意するだけさ。
だから車内飲酒なんて平気だよ。そんな規則もねえしな。
Might get some criticism from conservative or rascist members of society...but would that criticism be valid? Thats the question to ask.
