Under the Junket Operator Regulation, the relationship between i) the private-VIP-room
contractors (called "junket promoters" in the Regulation) and the casino operators, ii) the private-
VIP-room contractors and their associated junket operators at the lower hierarchy of this business
(called "junket collaborators") are formally defined.
