The reason why Japanese are poor at speaking English lies in the way
it is taught in Japan, especailly in junior and senior high schools.
Students are taught English not by native English speakers but by Japanese
teachers who are not good speakers of English. Therefore, students have
very few opportunities to speak English, much less listen to it, and eventually
end up being afraid of making mistakes in expressing themselves in English.
To solve this problem, more English native speakers should be employed as teachers
who help students use English as a communication tool. For example, students
should be encouraged to have a discussion or a debate in English on specified topics.

箇所が大きく減点される。特に後者は意味不明であることに気づいていないので致命的。ただ、
英文の内容がいささか単純かつ稚拙過ぎるので、印象点はもう少し悪い。３０点満点で２０点を
下回ることはないが、この種のトピックは頻出なので、その他大勢と同じような発想しかできない
答案は避けた方が良い。もっとも、英語教育につける特効薬など、昔から存在しないのだが。
