Monkey is the word often used to descrimnate japanese by koreans, and the player himself reported that he did that performance because he saw a japanese (old) national flag in the stadium and got irritated.
This is clearly a racial descriminatory behavior, and he should get a penalty according to the Section 3 Article 58 of FIFA Disciplinary Code.
People would get a wrong message of torrelating racial descrimination if AFC overlooked his behavior.
