I saw the match on TV,
and I found "KI SUNG YUENG" of Korean national team imitated a monkey after his PK goal,
as seen in this photo:

Monkey is the word often used to descrimnate japanese by koreans,
and the player himself is reported to have twittered that he did it
because he saw a japanese flag in the stadium and got irritated.
This is clearly a racial descriminatory behavior,
and he should get a penalty according to the Section 3 Article 58 of FIFA Disciplinary Code.
People would get a wrong message of torrelating racial descrimination if FIFA overlooked his behavior.
