ユーザビリティってのはそもそも ISO 9241-11 で下記のように定義されてる
Extent to which a product can be used by specified users to achieve specified goals with effectiveness,
efficiency and satisfaction in a specified context of use.
ものすごく限定された状況においてある特定のユーザにとっての有効性っていうんだから、
前提状況がはっきりしない環境下でユーザの特定もせず target="_blank" の利便性を論じてもムダ
