Harm reduction approach is applicable under certain conditions.
How ever, we are strongly against the uniform production of harm reduction, such as decriminalisation,
needle exchange programmes, among others, without consideration of the situation of each country.
The government of each country should take into account social and cultural aspects in each country.
It is inappropriate to impose harm reduction policy in countries where it is not fit.
ハームリダクション政策によるアプローチは、特定の状況下で適用可能です。
しかしながら、我々は、各国の状況を考慮せずに、
非犯罪化や針交換プログラムなどのハームリダクション政策により、一様に抑制することに強く反対します。
各国の政府は、各国の社会的および文化的側面を考慮する必要があります。
それが適合しない国ではハームリダクション政策を課すことは不適切です。

日本政府は非犯罪化も強く反発した、この発言により合法化は勿論非犯罪化は完全になくなった。
