When I do count the clock that tells the time,
And see the brave day sunk in hideous night;
When I behold the violet past prime,
And sable curls all silver’d o’er with white;
When lofty trees I see barren of leaves
Which erst from heat did canopy the herd,
And summer’s green all girded up in sheaves
Borne on the bier with white and bristly beard,
Then of thy beauty do I question make,
That thou among the wastes of time must go,
Since sweets and beauties do themselves forsake
And die as fast as they see others grow;
  And nothing ‘gainst Time’s scythe can make defence

韻律を守るための文法的破格(poetic license)がいくつかあるので、あんまり神経質に文法を気にして読まない方がいい。

(you are ) To say "within thine own deep-sunken eyes"
(which) Were an all-eating shame and thriftless praise.

For some reason, people who engage in creating ‘poetry’ - whatever age, 16th or 21st century - use an indirect form of sentence structure. Which often looses the patience of the reader, who often gives up trying to understand what the meaning is…😖
詩独特のおかしな文法に悩まされるのは我々だけではない

hours 季節の女神ホーラーたち、もしくは単に擬人化された時間。
1行目のthatは、たぶんframeの目的語で、2行目の the lovey gazeと同格っぽい
gaze は西脇訳では「眺め」、高松訳では「姿かたち」
3行目、主語は those hours
同じもの(=the lovely gaze)に対して暴君のようにふるまう
4行目 unfair はおそらく動詞で、that が目的語
that は秀でたものである(which fairly doth excel)
~大意~
時は誰もが見ほれる美しいものを形作るが、やがてそれを壊してしまう
