Somehow, Japanese like to divide English capabilities in a completely irrelevant manner, with a particular emphasis on speaking and communication skills.
This emphasis apparently reflects their perceived lack of ability and confidence in these skills, as well as in social interactions and behavior, which are nothing to do with English proficiency.
Anyone who writes sentences well speaks English well, and vice versa.
