The Third Elementary Education Project was a comprehensive intervention, combining both hard and soft components.

フィリピン政府が学校教育建て直しの為に国際協力銀行と世界銀行から融資を受けてJICAが請け負ったプロジェクト。
学校の建設だけではなく教科書や文具、教員養成、情報管理や学校自治の改革など包括的に改善し教育省の組織
構築をするというもの。
