According to the official site of the TOEIC exam, those Japanese and Korean people who take the exam account
for the most part. Surprisingly, more Korean people took it than Japanese did in 2009 or 2010.
If I remember correctly, 1.8 million Korean people sat for TOEIC in the said year and the average score was
over 600, while 1.4 million Japanese people took the test and about 560 was the the average score.
The fact and data explicitly mean that Korean people are better at least at the test.
I wouldn't say that means Koreans are better English speakers, though.
