Only move article drafts to the namespace from subpages of retired users, do not take drafts from active users, even if they haven't edited the draft in a number of years
If the length has been an exceptional amount of time, however, feel free to leave them a note on their talk page asking if they plan on finishing the draft or if they feel like donating it to the Wikiproject (The {{Uw-userspace draft finish}} may help).
他ページの編集を続けてる利用者の下書きは勝手に取るな、ただしその場合も本人に記事化してもいいですかと聞くのはあり。
