この対応の遅れは、甚大な被害を拡大させ、あまつさえ、新潟県・阿賀野川流域において、第二の水俣病の発生（S 40年)を許してしまったのである。
池田先生は、公害問題について、二本の原稿の執筆にあたっていました。一つは、ある大手出版社の総合月刊誌からの依頼でした。
「日本は “公害実験国か！」 と題してペンをとり、反公害闘争の矢を放った。
ここで彼は、まず、水俣病や イタイイタイなどは、「公害」 というより、その本質は、道義的責任の欠落した企業が引き起こした 「事件」 であり、それは、「未必の故意の殺人」 であると、糾弾（きゅうだん）していった。

なぜなら、「生命の尊厳」 は、これまでに、誰もが口にしてきたことであるからだ。 さらに、あくなき環境支配を促（うなが）した独善的な思想のなかにさえ、「生命の尊厳」 という発想があるからだ。
いや、その誤った “人間生命の尊厳観” こそ、無制限な自然の破壊と汚染を生んだ元凶にほかならないのだ。
