I partially agree with your opinion. When I started learning English, I read an English newspaper for 1 hour every day. Then, I memorized 10 to 15 words I didn't know also every day.
After 6 months passed, the number of my vocabularies exceeded 10000 and I could understand 95 per cent of every article in a newspaper.
It might not have been the best way to acquire proficiency in English, though. I recommend others who want to start learning English to learn both vocabulary and grammar at the same time.
