The consumption tax rate has been continuously raised, so the nominal GDP of Japan has not increased. Therefore, tax revenues has not increased.
The consumer spending accounts for about 60% of GDP, so the nominal GDP does not increase if tax imposed on it.
If the consumption tax is abolished, nominal GDP will begin to increase, and as a result tax revenues will increase.
