こんな文が出てきたのですが、Ifのあとに過去形をつけると仮定法過去になりますよね？でもこの文って仮定法過去じゃないですよね？

条件を調べてみろ。
大体、if＋過去形 だけで仮定法になっちゃったら過去の条件文がつくれなくなるだろ…

この文の、have to be going なんですが、
文法的にはどうなっているのでしょうか？
「私は行かなければならない」なら、I have to go ~ で良いはずなのに、
どうして、わざわざ、be going を用いているのでしょうか？
お願いします。
