3:15 is Wyclef Jean pronounced "Y clef John'. He use to sing with the Fugees along with Lauryn Hill. Also he began the foundation Yele Haiti in 2005 to support the region.
He is the face of Haiti for Americans. Also he is from Haiti :). African American singers and performers have a lot of soul and deep base combined with rythmn in their voices.
This is why they are famous. :) Wyclef is singing in a genre called reggee and it's origins are straight from Africa. :)
