Yes, it must end with teen. Some people call twelve year olds "tweens" I guess.

Teen can be a singular noun (someone who's age is 13-19) or plural noun (used to describe all the numbers from 13-19).
I learned to say "バスで学校にいく"(go to school by bus) in my Japanese class,
so I find it hilarious you can use the same sentence structure to say "high on drugs" (or literally "become high by/from drugs").
