I did all of it anyway. I assumed you meant ケージ(cage) instead of ゲージ...
One day, I decided to clean my chipmunk's cage. I didn't have a suitable container to keep him/her in while I was cleaning, so I just let him/her loose inside the room.
I finished cleaning and it was time to put him/her back in the cage, but he/she was gone. I searched all over the house, but I didn't find him/her anywhere.
But the next day he/she turned up, buried under some clothes in the closet and fast asleep.
After that little adventure I bought a ball-shaped toy, and now I always put him/her inside it whenever he/she comes out of the cage.

The assailant feels not even the slightest guilt that he is doing something wrong.
He sees his actions as no more than practical jokes, and he has absolutely no consideration for the feelings of his victims.
As it stands, the present situation is only generating/perpetuating a vicious circle.
(But I don't see how this situation is a vicious circle.)
