The Japanese sentence 被害者に対する気持ちを全く考えていない。isn't
good Japanese and misleading. I think judging from the context, he/she have written
something like 被害者に対する気持ちが全然足りない(not very good Japanese, too, though)
or 被害者の気持ちを全く考えていない. Anway 加害者 isn't nice, sesitive or is bad cruel
enoght to understand 被害者's feelings. 加害者 can't put him/herself
in 被害者's shoes because of lack of imagination or something, too.
Maybe this sentense is about school bullting or simething. I don't know.
