If there are issues in low birth rate, those would be concerned with economic matters.
Some say, if the current dismal trend in birth rate continues then there would be a labor shortage.
A smaller labor force would impede the GDP, so do the standerd of living.
That is how they consider low birth rate is a demographic time bomb,
which has already been ticking.
But that logic is lacking in external effec---there is a vast pool of labor in the world.
If the nation changes immigration policy into one which is open to highly-skilled workers to cheap laborers,
the economy can prosper with not only GDP per capita but also literally GDP itself on the growth path.
The economics textbook says trades in any fashion---money, goods, labors and so on---have all people happy,
because of comparitive advantage.
I believe a low birth rate is not a problem in an increasing interdependent world.
