The basic rule you want to remember is as follows:
in the case of the vegetables which grow under the ground, or in the soil,
you should follow the former tactic, and in the case of the vegetables whose
edible parts are exposed in the air you are advised to adopt the latter stratagem.
The vegetables which come of age in the earth are dubbed root vegetables,
most of which are hard, and hence simmering them gently in the water from the start
makes them soft enough to chew and also extracts subtle sweetness from them.
In contrast, the vegetables which also spread above the ground consist largely of green vegetables,
which become too pulpy to chew when boiled to excess, and therefore softening the core
in the boiled water is all that should be done.
